Will Governments have to SUBSIDIZE the losses for ECONOMY AFFECTED areas that are a result of the GLOBAL PANDEMIC?

Will Government agencies have to do something to cover, like an INSURANCE POLICY? – Someone responsible should be addressing, negotiating, or making sure that the businesses are COVERED!!! – that’s what INSURANCE is for, right?
